The response covers key issues including:
- Children with special educational needs accounting for over half of exclusions
- Clarifying the role of the SEN expert, and expanding it to cover disability
- Developing a better understanding of what takes place at Independent Review Panels
- Unlawful exclusions
- Local authority attendance at governing body review meetings where the school is an academy
